Official sources
All national governments and international organisations now publish their official documents online.
Institutional websites of organisations like the European Union, the Council of Europe, and the United Nations (UN) have a huge amount of their documentation available free. This often includes historical material; generally only academic or institutional sites have the resources to put up large quantities of material retrospectively. Most of these official documents will not be found directly by searching Google and other search engines; you have to search within the specific institutional websites themselves.
